Hi Joram,
Give Doug Knox's "Disable/Enable Registry Editing tools in Windows" a try:

Once you have enabled registry editing, if you receive the "Registry editing
has been disabled by your administrator" after restarting, then your
computer has possibly been infected with some type of malware that is
disabling registry editing. Ensure that your antivirus program is updated
and run a full scan. In addition, have a look at the information here:
