To return to XP Default, delete the Param1 line and modify the rest to

Once done hit refresh, then Help and Support. If you are needing to remove
the link under Run and modify Online Support via IE as well, post back.
On a side note: Would be very intested to know the relation between that
and your themes. That said, if it should be one of the 3D nature, you are
really needing to check with Dell. Though, MS has 3D MS-KB posts that do
relate to Hibernate and Sleep mode, I can't say that this has to do with
your shutdown issues.
Added info and checkpoints to consider:
Disable everything that reads 'Wake up' in the BIOS settings. Also, I have
seen this behavior if you have a CD/DVD in the drive during a shutdown.
Power the Computer Off or Reboot After Shutdown
This edit controls whether Windows should automatically power down or reboot
your computer once it has finished the shutdown process.
