Going Around XP Strong Password Policy Requirements

Hi,
I am using WinXP to create new user accounts. On my PC, once I switched
from Categorical View to Classic View, I would not be able to create new
users the same way I used to be creating under Categorical View, which did
not enforce the creation of a password.
Now that I've switched from Cat view to Classic view, even tho I could
switch back to Cat View, to create a new user account, I still need to go
thru user creation like the one in Computer Management, where I had to enter
the User Name and Password, unlike in Cat view where the user will be created
even without password needed. Now I am constantly getting the message that
the password is not strong enough. This is because I don't want to create a
password at all for the users I am creating. I just want to create the user
names. Any way how I can overcome the strong password policy imposed by
XP?Any help would be appreciated.
