Please help me with two problems!!!!

Hi, thanks for reading my request for help.
The two problems are on two computers owned by friends of mine both
running Windows XP Home, both have Spyware and Antivirus programs
installed which have been kept up to date.
The first problem is with regards to shut down. When selecting Start
then Shut Down it gets so far which then means you have to click on
Start and Shut down a second time.
Eventually it will start the shut down process but will only go to as
far as the screen showing the background picture but nothing else. It
will now just site there and will not progress any further, the only
way to shut down is to press and hold the off switch.
When restarting the computer it starts normally without showing the
screen with the statement Your computer was not shut down properly
Windows will now scan your hard disk, etc. Can anybody tell me what is
causing this problem?
The second is due to various problems which required me to reinstall
Windows XP Home. Now due to the manufacture not supplying the original
Windows cd but instead a system recovery cd. I have gone down this
route but we are still getting problems. What I want to do is to be
able to reformat the hard disk in NTFS and then install windows via
the System Recovery CD. Could somebody tell me if there is suitable
software that can be run from a floppy or cd to enable me to format
the hard disk as I do not have the original Window s cd?
