Windows Firewall will not disable!



I'm having problems with the windows firewall interferring with PCAnywhere
or any other program that I try to use to access the computer. I have
disabled the firewall, however with you run wscui.cpl the firewall still
shows up as active and all the indications that I'm getting suggests that
the firewall is still present. Is there a hack or something that I can do to
disable the firewall other than through the control panel?

Currently the system with Windows XP is set up on a temporary lan with a hub
between the to computers while I troubleshoot this problem. I can connect
from the problem machine into to the other machine without a problem but the
reverse is not true. I used software to monitor the packet traffic and it
show tha the problem machine is ignoring all requests---Just like a firewall
is present! However as I said before the firewall has been diabled or it
should be according to the control panel. Is there something that I'm
missing!?

Things that I have tried as a last resort:
removed PCAnwhere
removed Service pack 2
reinstall Service pack 2
reinstalled PCAnywhere

And I have tried rebooting in every configuration I can think of to get the
firewall to fall!

Any Help would be greatly appreciatied.
