It's not the Accessibility applets that are the problem. By
default "Sticky Keys" has a trigger that brings up the option
box. You'll need the Accessibility applet in Control Panel.
When you open it, the default (Tab) will be keyboard. The
first check box "User Sticky Keys" needs to be disabled.
