Scripting problem?

I recently noticed that certain webpages have stopped performing properly for
me. My email domain control panel page stops at a page with a 'Continue'
link, forcing an extra click. That's annoying, but another page I frequent

After selecting a state from the dropdown menu, I should get another menu
from which I choose a store location. But now the page does nothing after
selecting a state. I initally thought it was a problem with the site itself,
but others have tried and it works fine. So it's something with my machine.
I have tried IE, Netscape and Opera... none work. So it's most likely a Win
XP issue. Javascript is not disabled. Other websites work fine, and these
worked fine until a few weeks ago. I've deleted cookies, emptied the cache,
with no results. I emptied the Java cache. I even used CCleaner to get rid of
anything I missed. Windows is now so clean it squeaks. But still no dice.
It acts like a scripting problem, but with multiple browsers and only on
certain sites.
I reinstalled Microsoft Scripting just be sure, and it didn't help.
This is WinXP Home with SP2 and all current updates.
Any ideas?
