Anyone can access any machine in any workgroup regardless of the workgroups
name as long as the file and share permissions allow it and as long as they
can connect to the subnet. You are on the wrong track completely.

Then learn about permissions in XP, obviously if you are using simple file
sharing that gives everyone access then you have a slight problem.
