Cannot drag & drop or move/resize windows...

Hi
Am having a problem with WindowsXP Home, SP2 + all subsequent updates.

Whenever I try and move an icon, or resize a window, either nothing happens
or an application is started, or when resizing the window may go full
screen. Sometimes happens when restoring window from task bar - in the form
of window will maximise then minimise quickly.

The best description I can give is that this is like a double left mouse
click every time you wish only to select an object (on some occasions a word
will be highlighted in a website or text document)

It's driving me around the bend so any help appreciated...

Spec & what I've done so far...
System is:
Intel Celeron 2.4GHz
512Mb RAM
80Gb HDD
ATI Radeon 5200PCI
ASUS Pundit bare bones chassis
Logitech MX700 Wireless Mouse + wireless keyboard
Win XP Home + SP2

Logitech drivers (both mouseware and keyboard software) updated to latest
version.
Ad-aware scans done in both standard and safe modes (safe mode doesn't
appear to affect the mis-operation of the mouse)
Anti-virus scans completed, AVG & Norton AV.
Installed software includes both IE6.x/Outlook and Mozilla
Firebird/Thunderbird
Problem can affect resizing columns in Outlook/Thunderbird
