Restarting is needed for some. As for NoNet.....this setting in many cases
causes delay. You can either change the Dword value to a 1 or simply delete
it. What is does is prevent a search for network folders and printers, etc.
Which you never mentioned as having.

That said, some shared files are indeed stored in temp files, especially if
they are part files. Also, others face the same issue with shared and/or
renaming music files:
