You presumable have reinstalled (after format :-)) )
Therefore you now have completely different users and groups defined (even
though in name they appear to be the same).
Why? Because a user or a group is identified by Windows through a so called
SID (Security Identifier) and not the name (like Administrator).
Permissions are assigned for SIDs and not user / groupnames.
So your new users (different SID) have no permissions to the old folders.
Go into properties of those folders and either assign permissions for your
new users, or do a Take Ownership of those folders.
