non main user accounts access denied

I have decided to create two more user accounts for my kids.
when I try to open these, I see the following:
loading your personal settings
applying your personal settings
error: access denied

If I press OK three times, it disappears. After a couple of seconds it
reappears and when I click OK a further two times it disappears again

I can then go into Word, for example, and write and save something.

When I go to log out, I hear a hard drive noise followed by:
end program.....ccApp
ending program

is there something I can do?
