Search old newsgroup postings using google to confirm this:

Short answer, "Enhancing" XP to support Unicode character sets
means that XP now doesn't search all kinds of files to find
text inside, and as you have discovered, doesn't make this
"feature" obvious. Some have suggested punting XP search and
using other search tools that do work for this.
