What is the problem? Is the command line really that necessary for
maintenance? If you are sore about not being able to fit a complete startup
environment onto a 1.44 MB floppy like in the old days, then too bad. But
there are several alternatives for doing maintenance work on a corrupt XP
installation apart from running a repair installation (or even the recovery
console) from the installation CD. The reason the repair installation is
suggested so often in here is most likely because it is a more or less
automated routine, it may work and most people these days wouldn't have a
clue about what to do if they found themselves in a command line environment
such as the recovery console.
