What are you smoking - SP2 does not auto-install, even it you have
automatic updates setup to download and install. It will download and make
it ready, but it doesn't auto-install, you have to manually install it.

MS is not breaking any laws - you choose to install updates or not, MS is
not forcing anything on you.

As for SP1, you don't have to install any updates, not even SP1 if you
don't want to. If you want to continue to get updates for the OS you must
also install SP2 as updates build on the foundation that SP2 creates.

And you will spend a lot of money for nothing - you don't have to install
updates.
