RE: Desktop Background Disappears After Restart

I would like to add my experience to this and ask for support, also. I've
been researching this topic for several days and, while I've seen the problem
mentioned several times, I have not found a solution. Nor have I found any
documentation to describe the mechanism by which desktop backgrounds are set
and saved in XP SP2.

I"m rolling out XP Pro SP2 in a domain environment. Active Desktop is turned
off on all computers and I set no desktop style policies in group policy.

Users are not local administrators. Just as Larry describes, a user can set
the desktop background (under Display properties, Desktop tab) and it
displays as expected. However, after restart, the desktop displays the color
selected in Display properties, Desktop tab, Color.

What's interesting is that when the user opens Display properties, the
selected Background is still selected. Merely clicking OK or Apply (without
clicking in the Background list) will cause the selected background to
display again. But it's lost after restart.

Note that changing the Color in Display properties, Desktop tab will stick
after restart.

This problem does not occur when a user who is a local administrator
configures their desktop. Changes stick after a restart. So it appears to be
a permissions issue. But where?

The problem occurs under the Windows XP and Windows classic themes. I
checked registry settings to make sure they hadn't been modified:
