To defrag you will need to have all rights on the hard drive you wish to
defrag. Thus having a limited user performing such a task would be a
contradiction of terms, unless the drive in question is one the user is
having full control of.

Take a look at Local Security Settings (located in Administrative Tools, may
be abscent if you only have XP Home). Local Policies -> User Rights
Assignment -> 'Perform volume maintenance tasks' may be what you are looking
for, but I have not tested this myself.
