You have done so many things, that you may be to the point of saving what
data you can and doing a clean install of Windows XP.

However try the following:

Run System Restore again and undo the restore you did. System Restore
only restores Windows system files not application files. When you run
System Restore, if you do not have a undo option you likely have done too
much to go back.

When you say Norton Anti-virus is disabled, I assume you mean the
Auto-Protect feature.
Try to Open Norton Anti-virus and do a manual system virus scan.
In Norton Anti-virus click on Help and Support {upper right} and select
Help and Support. This selection will take you to the Symantec web support
site. There you can do online problem solving or obtain email support from
Symantec. You can also find directions for manually uninstalling Norton
Anti-virus. There is also an option to run a online virus scan.

Note the above a not mutually exclusive.

You may have gotten a virus. However, you could also have a corrupt Norton
file or perhaps too many things loading at startup
{msconfig, startup tab}.

If you cannot open Norton Anti-virus but can connect to the internet, here
is the link to the Symantec Support site:
    http://www.symantec.com/techsupp/index.html

Sorry, but from the information you provided I cannot be of more help. In
the future, if you have a problem with Norton Anti-virus, I suggest you
start at Symantec support first to fix the problem. Also, you should
manually run Live Update periodically to update program files. The
automatic update only updates virus definitions.
