Disabling Windows XP Firewall?

I am trying to access a forum (www.willdrafting.com) but after I press
the "AGREE" button with regards to the terms and conditions of the
discussion board as a condition of registration, the "terms and
conditions" page keeps popping back up and I can not get to the
registration page. The Administrator suggested that this has happend
to others trying to access the registration page and that I (1)
temporarily disable the firewall or (2) the clock is not set at the
correct time.
Can someone tell me what I need to do in either or both suggestions.
How do I disable the firewall (i.e. how do I access the firewal and
disable it) and what is you suggestion with regard to the clock
setting. Thanks.
