Windows hibernates as soon as loaded - NOT a laptop

My wife moved her PC to the other corner of the room. Everything was done
correctly... PC shutdown and PSU turned off before removing cables, etc. Now
the PC is set up in it's new location and when we turn it on Windows will
boot (or recover from Hibernation), show the user login screen and
immediately go back into hibernation.

I'd expect this from a laptop, but not a desktop PC.

There have been no changes to the computer and the only difference between
when it worked and now is that some USB cables may be in different USB
ports.

We've cleared the CMOS settings and verified that they are configured
properly. We've tried disconnecting everything except the power and monitor
and still the machine wants to hibernate right away.

We can go to safe mode and the PC behaves normally there, but when we don't
go to safe mode, the machine insists on hibernating.

Hardware is as follows:

Mainboard - P4C800E-Dlx v2 mainboard with 1017 BIOS
CPU - 2.6Ghz P4 Northwood
Ram - 2x 512meg Kingston CL2 PC3200
Video - Matrox G550 dualhead 32meg AGP card
Sound - USB Microsoft DSS80
Mouse/Key - Logitech Cordless Desktop Pro
Other:
  - ATI PCI TV Wonder TV Tuner
  - Realtek 8139 PCI NIC

Any ideas at all?
