Here is how to see what is starting with Windows:

Go to Start>Run and type (without quotes) "msconfig" [enter]. This
brings up the System Configuration Utility. Look on the Startup tab.

To get into Safe Mode, repeatedly tap the F8 key as the computer is
starting up. This will get you to the correct menu to choose "Safe
Mode". Rebooting the computer will get you back to regular mode.

However, the best course of action for you is probably to take the
machine to a good local professional - not a BestBuy or CompUSA type of
store. The pro can diagnose the issue(s) and if you need a new cd
drive, quickly replace it.
