Close, but not completely correct.
Although sysprep can work in the way you describe it, it can also be
set so that setup is NOT invoked when the image is restored. The
system does not have to go through setup to receive a SID; it will
automatically receive a SID the first time it logs onto a workgroup
domain. Sysprep strips the existing SID before the drive is imaged.
