Hmm.. Interesting questions. Since you were fairly specific regarding your
requests the input I have may be limited but I'll share what I *do* know that
may help.

First, you can disable the "My Recent Documents" item on the start menu -
it's fairly buried in the Taskbar properties menus.

Next, the items that populated that list are stored in C:\Documents and
Settings\<username>\Recent. Perhaps setting a quota of 0 for that directory
or setting access control list might help? It also may cause problems.

Third possibility is to use Tweak-UI in Windows XP powertoys. I know it
offers some customization of specialty folders.

If not, there's always 3rd party clean-up / security programs that
frequently clean these lists.

Also, it's a little bit variable in what order the remaining items on the
list appear - and sometimes whether My Documents is called "My Documents" or
"<Username>'s Documents". Is there any way to force some consistency here?
