PC Keeps rebooting ??

Hi, I have someone's pc and it keeps rebooting over and over. It's an XP
operating system. Every once in a while it'll let me login, but after it's
in for a few minutes, it'll reboot.

Also, the language is in Spanish (i.e. the menus when i try to go into safe
mode and the login screen). How can i change that to English?
