No User Accounts on Welcome Screen

When I power on my PC, I get the Welcome Screen without any user accounts to
select. Earlier today the Welcome Screen was fine.

I read that I can ctrl-alt-del to log on, but when I do that I have a
problem also. I get a log on box with "owner" in the user line. I have
never set up passwords, so I leave the password blank and click log on. I
get a message telling me local policy does not allow me to log on. I am
stuck. Does anyone have a suggestion?
