System Restore and Search not working

When I click on System Restore, one of two things happen. One is nothing at
all, and the other is a white screen with nothing on it. When I click on
Search, I see the dog come up, but nothing else happens. Any explanations as
to why these are occurring? Is my only recourse is reinstalling XP (using my
Restore CDs that came with the computer). If so, long night I guess.
