No, nobody ever knows the answer to a question like this--not
even anyone at Microsoft.

The sooner it comes out, the sooner they start making money from
it, and the happier Microsoft will be. The problem is that it's
currently in testing and has enough problems that they can't
release it yet. Marketing pushes the Quality Assurance people and
the developers to get it out quicker, and QA responds that it
isn't ready yet.

That goes on for a while until someone high up in the
organization makes an executive decision that the remaining
problems are few enough and mild enough for it to be released.

When will that be? As I said, nobody knows. It will be ready when
they decide it's ready. There have been estimates, but it's very
important to realize that they are estimates, not promises. The
latest estimate I've heard is sometime in 2006, but I wouldn't
want to bet the farm on it. Software development, whether from
Microsoft or anyone else, has a long history of exceeding its
estimates.

Regarding the question "is this the latest available," that has a
clear answer. Yes.
