what does this error message mean

I tried to install a video card catalyst for my radeon 9800 pro but after it
restarted my computer it would not initialize and a error message with the
error number:

0xc0000135

 What does this mean. My friend said you can go on the microsoft site to
look up qhat the error messages mean but i couldn't see were to go.
