What is "TuneUp Utilities," and what *specific* changes are being
recommended? It's impossible to answer your question without specific
details. However, if this "TuneUp Utilities" was not provided by your
computer's manufacturer, I'd be inclined to be very, very conservative
about applying any of the recommendations, just as a matter of simple
common sense.

Are you using some sort of download "accelerator" or an allegedly
high-speed dial-up connection, such as NetZero High-Speed, that does
nothing more than deliberately degrade the quality of graphics files to
reduce their file size to provide the illusion of greater overall
Internet speeds?

WinXP is a multi-user OS, and there'll be no getting away from multiple
user accounts, each with its own set of folders. This is as it should be.

If you haven't set the password, than it is blank.

Actually, that's all the more reason to use different user accounts,
with different levels of permissions, and passwords. Or do you plan to
always be looking over the shoulders of your children while they're
using the computer and browsing the Internet?

How can you not be sure? Do you normally accept anything that wants to
download without first making sure that it's something you want or need?
That's a very dangerous practice. If you don't know what is being
downloaded, disconnect the computer from the Internet until you've got
all of the normal security precautions in place.
