Try going outside of windows to delete it, as described below.

If your hard drive is FAT32, a plain DOS book disk should be enough. You
might have to use the ATTRIB command, bfore the ERASE command.

If the hard drive is NTFS, then the first option would be the XP recovery
console, run form the XP CDROM or from the downloadable floppy set, free
from Micrososft. However, as I recall, the recovery console only works
within C:\windows, unless you pre-set some registry entry to let you do
otherwise, then use the SET command in the recovety console to
allowallpaths. Links about the recovery console:

Non-Microsoft solution include (1) Bart's PE builder, which helps you make a
bootable CD that runs a fomr of XP, but without most of the security
features, like passwords and file ownership. (2) KNOPPIX, a LINUX variant
that runs from CD. You will need to use "captive NTFS" to read/write on
NTFS drives. (3) Other rescue CDs, mostly LINUX based and with varying
levels of support for NTFS. Just type "rescue CD" in a web search.
