Computer slowed to a snails pace

I have just upgraded to Windows XP and also BT Broadband Basic. After much
trouble getting on line, I now have a connection but downloads take even
longer than before!! To compound the problem, my comuter seems to be worki g
at a snails pace and I am unable to access any "tools" via Control Panel. I
get the Control Panel icons and can access one level down (eg System) but no
further (eg into device manager. Similarly can get to Admin tools but no
further
Any ideas?
