Unable to Download!

This is a problem from a friend of mine after he reformatted his computer:

Well just about everything is working right except for the net. Pages don't
want to fully load up for me and it is refusing to let me download anything.
Now I know what you are all thinking, it must be my ISP... but it is only
effecting my laptop, not my Desktop and both are plugged in throught the same
router. I thought it was my wireless card, so I rehooked up my other NIC card
and plugged the computer in, but I'm having the same problem. I have a
feeling it is just a setting or something.

Now, I didn't reinstall the disk from my ISP... could that be the issue? I'm
planning on doing that later, but wasn't sure if it could be anything else.
