When you access Microsoft Download Center, it may perform a validation
process, to see whether your Windows is genuine, if so, you can continue to

Yes, you need it to finish the random validation process in download center
to download software.

You will got promoted when you first time need this tool. For example, when
you want to download software from download center and meet the random
validation.

4.) If I DON'T need them, how would I remove them?

You need it, don't delete it.
