Unable to access server

I am running XP Pro with SP2. I have to computers connected to the net via a
router and cable modem. One computer will send and receive email fine. The
other will not no matter what program I use. Times out "unable to reach
server".
Both surf fine using IE Explorer. Any ideas. It's not a firewall thing.
