Computer freezes and off switch won't work!

Hello

My new computer with a new xp install is sometimes freezing, and the on/off
switch is not working. I have never experienced this before on a computer.

Is this a computer fault or is this a software fault? The only way I can
unlock the computer from this "frozen state" is when I turn it off at the
plug and then turn it back on. Then it is fine again.

What could be the problem? Any Suggestions?
