Hi Martin,
Offhand, I'd say the Logitech software is in the startup group, and those
accounts have insufficient privileges to run it - hence the error message.
Try disabling the Logitech software from the startup tab of msconfig
(start/run msconfig) and see if that allows them to logon again.
