That is the compressed version of the file, as used when you initially
set up the system

Those are the same . The one in dllcache is there as a backup, in case
the other gets damaged. If you rename the one in system32, say to .exy
extension, you will find a new copy appears as if by magic from
dllcache, and you can reboot to bring it into use. The SP2 version is
76 KBytes, not sure about earlier ones
