Safely Remove Hardware glitch in Win XP Pro...?

I'm experiencing an odd but annoying problem with the "safely remove
hardware" function on my PC. Whenever I plug in a USB device like flash
memory or a mass storage device or a camera, I do not get an option to safely
remove the particular hardware I am using at the time. When unplugging the
device, around two to five minutes later I get a notification sound
indicating the item was removed!
Can anyone help me with this annoying problem?

AMD Athlon 3200
Asus A7N8X-Deluxe
1 Gig Crucial PC3200 RAM
Toshiba DVD ROM
SONY DRU710A
Western Digital 120 G HDD
Win XP Pro SP2
