He probably changed settings in Group Policy to achieve this. Run gpedit.msc
on one of the laptops to see if it's set locally.

Navigate to Computer Configuration->
Administrative Templates ->
Windows Components ->
Windows Update ->
Specify Intranet Microsoft Update Service Location.

Right click on this line and select Properties. Change to Not Configured.
Also check the line Configure Automatic Updates. It should be set to Not
Configured. While you're at it, you might want to take a look at the same
area under User Configuration. There's a line there for "Remove access to
use all Windows Update features" that he may have changed. Make sure it is
set to Not Configured. If these settings were changed locally, you're going
to have to reset them on each machine.

If none of these settings were changed locally, then he probably set up a
group policy on your domain controller. Check there.

Keep in mind that Windows Update can only be run by an account that has
administrative privileges. Best practices is for your everyday account to
not be a member of the administrators group. You're probably going to have
to show them how to run Windows Update by right clicking and selecting "Run
as" and entering the user name and password that gets the job done.
