I've found that the webDAV client service sometimes causes this. No
idea what the service is for, but the machine I was working on took 600
seconds or more to boot past the logon + services (thanks bootvis!).
Once I disabled the webDAV service from starting it worked flawlessly.
Started up the service again, just as a troubleshooting practice, and
the machine was back to 600+ (10min.) boots.
Try disabling webDAV client service at startup. Maybe that'll help you.
