I'd start by unplugging it from the internet. Then I'd keep it offline until
it was clean. Sorry if that isn't what you expected to hear but if your
computer is doing what you describe then your computer is causing disruption
to other people and should be isolated until the problem is fixed.

Then I'd get a friend to download up to date virus scanning utilities (e.g.
McAfee's Stinger) that you could use to scan the computer while its off the
network.
