You never format a CD-R media. This type of media is a type where you WRITE
ONCE, READ MANY. If you format it, then you can not use it.
However, you can use CD-RW type media and format this type with
"packet-writing" CD filesystem. XP does not have this type of utility
built-in so you would need to get Roxio/Sonic Easy Media Creator's Drag to
CD module or Ahead's InCD.
