FTP Help, Not able to Connect

I am trying to get into a ftp site, everything is correct (address, password,
name...etc) the only catch is, I type in the address in I.E. and the login
window does not even popup. Infact it says the address and/or password
incorrect OR there is no connection. I even tried downloading off FTP sites
and that doesn't even work it says the same thing...anyone know if I have to
enable FTP? I know its not the connection, unless I have to install something
for FTP but I doubt it. I downloaded a few FTP programs and they game me the
same babble. Anyone that could help me please do =)
