Google on "the program issued a command but the command length is"
gets plenty of hits! Such as...

http://dev.mysql.com/doc/mysql/en/Operating_System_error_codes.html
All very well, but most hits are like this; just a list of error
codes. Not much rational discussion, so it seems as if it'snot a
common issue. One was a Pace dongle problem....

Technical Tip Of The Day Help with Waves updates on your PC.
We've seen a few customers experience problems getting the new
versions of their Waves plug-ins installed on their PC's due to some
anomalies with the PACE copy protection. Part of the problem is that
you need a current version of the PACE driver. You also need to use 11
of fewer characters in the name of your hard drive. If you've had
trouble getting it going try following these basic steps. They will
help get you past the parts that are most likely to trip you up.
Before you start, remember that the drive "Label"/name that you are
installing to can NOT be longer than 11 characters. You will get the
error, "The program issued a command but the command length is
incorrect." If your drive Label is too long.

Affirms the rule: Avoid vandorware wherever possible :-)
It seems to be an uncommon error that wells up from the bowels of some
app that uses that particular dev environment.

Always a good idea - in fact, do the whole of "the prelim":

Do a formal scan if you can. Safe Mode isn't; though it's safer than
normal mode, it cannot be counted on to suppress malware.

Yep!

Amen to that :-)

Running Windows-based av to kill active malware is like striking
a match to see if what you are standing in is water or petrol.
