New Computer Freezing

Hi,

This is more of an advanced question i think as there seems no evident way
to solve this one.

My new computer keeps on freezing for 10 seconds or so and then functioning
normally. Usually a few pixels go dark and little lines of pixels go funny.
This never occurs while I am playing games, just while im in windows.

I have a nvidia 6600GT with the latest drivers, I also have the latest via 4
in 1 drivers. My Powersupply is 400w.

What could be my problem?
