RE: Can't move or right-click on Start menu items???

Check if 'Enable dragging and dropping' is checked.

How to do that:
Right click Task Bar and select Properties. Select Start Menu tab. Click
Customize button. Select Advanced tab. In the list box there is 'Enable
dragging and dropping' check box. It should be checked.
