Start Menu Hangs at Programs

I have teo windows xp pro workstations that you click on the start menu it
opens as far as programs and then stops for several seconds and then the
programs appear and the shortcuts that typically appear above programs. This
happens each time I click start. Does anyone know what the start menu is
processing that might be causing this behavior? Or any registry related info.
The systems are hardware compliant and are way beyond the max recommended.
There are no viruses.

Any help would be greatly appreciated.
