Joe,

To turn the Welcome screen on & Fast User Switching on...
You must have a computer administrator account on a computer that is a
member of a workgroup or is a stand-alone computer to turn on or turn off
the Use the Welcome screen feature.
1 Open User Accounts, click Start, point to Settings, click Control Panel,
and then double-click User Accounts.
2 Click Change the way users log on or off.
3 Select: Use the Welcome screen
4 Click Apply Options button.
5 Click Change the way users log on or off.
6 Select: Use Fast User Switching
7 Click Apply Options button.
8 Close User Accounts
