Reboot and Task Manager problems.

Not sure if this is in the right place, but here goes anyways....

Problem 1: The system will not restart when I select Turn Off Computer ->
Restart. System only shutsdown.

Problem 2: When I open the task manager and try to end a process it says
Unable to end Task , access denied.

I have run virus scan, spyware scan , just about every scan and check I can
think of, any suggestions would help
