Wondering what happened to their "Rapid-response" e-mail team?

I've read the posts about SP2 being cumulative, so that you don't need SP1. 1) My PC manufacturer (HP) has a couple updates that are supposed to be installed on a PC with XP and SP1 (Per HP, "These updates are to be applied to PCs with Microsoft Windows XP SP1 installed.") . Since these are not Microsoft updates, they would not be in SP2. So, in this situation I would need to install SP1 first? (also have question out to HP but their response is slowwww.) 2) HP states that SP2 may not install properly without SP 1 already installed. Is this "true"? 3) What is SP 1a?
